The only child of a Camel Laird's shipbuilder and a nurse, 'Nicky' Gray grew up in working-class Birkenhead. After studying at the local Grammar, he moved to Birmingham to study History & Economics, where he met his future wife. After obtaining a postgraduate diploma in education, Gray became a tutor for the Worker's Education Association in Birmingham in 1970. A life-long Labour member and activist, he became a member of Birmingham City Council in 1973. Following the retirement of the incumbent, Gray was selected for the safe seat of Ladywood in the 1977 by-election and won.
