Mme Speaker,

Does a vote of "abstain" count as an actual vote? The Prime Minister accused the Leader of the Opposition (yours truly, at the time) of having "fled" the Parliament on this issue. I would be obliged if you would rule on whether a vote of "abstain" counts as an actual vote, which means I was present, which means the Prime Minister was ... incorrect ... in her comment.

The member for North Wiltshire will be fully aware that points of order are not to be debated, I have already ruled on the point of order raised by the Prime Minister, the decision is not to be disputed and that is final.

The Prime Minister is correct in her statement.
